Bannerlord 2 independent clan

Can't create my own kingdom. I have fulfill everything the quest has asked (Clan level 4, 153 troops, independent clan, own settlement) and when I go to see Arzagos all I can do is ask which kingdom I should give the banner to! I've already looked in the clan menu and there is no button to create my own kingdom.
