Offensive is just solid, Defensive is great early game (though less good once you’re Prussia) and quality for (eventually) space marines. Honestly I’m not a big fan of the Innovative pick.

I would try to play it in patch 1.20(the first patch with absolutism) sine you can get a large cap over 100% with the prussian government. That should give you much more admin efficiency. Prussia also has +5% discipline, a whopping 20% infantry combat ability, 20% morale and other, indirectly beneficial military bonuses such as yearly army tradition, less army tradition decay, lowered aggressive expansion impact and 25% manpower.The morale bonus from Defensive makes it the best early-game military idea group, which is when you're most likely to need the extra help. It also arguably has the fewest total duds, even if most of the ideas aren't exceptional, so the average power level is probably closer to par than you're thinking.
